《Principles of Administration》 is a major course for the major of administration for undergraduate students majoring in administrative management. Its prerequisites are 《Introduction to Political Science》 and 《Principles of Management》. This course is to narrow the government by administrative organs in the administrative system, the power configuration, organizational structure, functional transformation, leadership and decision making, supervision and accountability, and other aspects of learning, and enable students to master the Chinese government administrative level of theory and practice, the rules of the development of the government, establish a reasonable government system, improve the efficiency of administrative management and the guidance and planning problems such as the concrete operation process of the government, so as to make it on our country’s administrative system and its operation process have a more clear understanding, can carry on the rational analysis to the current government behavior and predict the direction of the government behavior, with the basic theory, method and technology of public affairs management, etc.
I Course objectives
1. General course objectives:
Through a large number of practical cases, combined with the latest achievements and cutting-edge viewpoints of government administration at home and abroad, this course enables students to grasp the basic concepts, basic theories, basic technical methods and development trends of public administration at the knowledge level. At the ability level, cultivate students’ critical thinking, for the Chinese and western government administration system and management process to carry on the rational and more cognitive objectively, and the ability to apply what they have learned the theory and method of finding the contemporary Chinese government administration system and management problems that exist in the process, and then learn to analysis and solve problems, so as to improve students’ comprehensive ability; In terms of practice, by setting practical assignments, students can combine the theories learned in the course with the administrative problems discovered in reality, deepen the theories and improve their abilities in the process of discovering and solving problems.
2. Course sub-objectives:
Course objective 1:
Through the study of administrative functions, administrative rights and other chapters, students can deeply understand the essence of power “derived from and used by the people”, and understand the public service concept and public value orientation of government administration. Make it continuously establish the public administration professional moral character of ruling for the people. (Support requirements 42.3 for graduation of Public Administration)
Course objective 2:
Through the study of administrative leadership, administrative decision-making, administrative supervision and other chapters, students can master the basic knowledge and skills of public administration and guide their own behaviors with correct values. (Support requirements 42.4 for graduation of Public Administration)
Course objective3:
Timely and appropriately introduce the links such as case discussion and scenario simulation into the classroom, so that students can master the theories and methods needed in the process of government administrative law enforcement in dealing with problems, mobilize and stimulate students’ innovation ability, and enable them to creatively find and deal with practical problems.(Support requirements 42.5 for graduation of Public Administration)
Course objective4:
Through this course, students can systematically learn and master the theoretical and practical development context, main ideas of frontier research, logic and scientific methods involved in the field of administrative law enforcement. Be able to analyze and discuss related issues in the field of government public administration by using relevant theories and methods of administration.(Support requirements 42.6 for graduation of Public Administration)
Course objective 5:
It integrates socialist core values into the classroom teaching of Principles of Administration, focuses on promoting the effective integration of course content and government governing policy, attaches importance to the effective embedding of typical cases in the field of government administration and video and audio teaching materials, and explores and gives full play to the social responsibility and public value carried by this course.(The ideological and political education objectives of the course)

III Teaching staff
The person in charge of the course is required to have a doctor’s degree, a senior professional title, a public management related professional education background, and more than three years of teaching experience.
The lecturer of the course is required to have a master’s degree or intermediate professional title, education background of public management or administrative management related work experience.

V Teaching arrangement
The principle of administration is a unified course of theory and practice, so the teaching of this course should adhere to the principle of combining the depth of theory with the breadth of reality. At the beginning of the course, a questionnaire survey will be conducted on students' needs, so as to understand students’ learning expectations of the course and the basic information of the course they have mastered at present. The teaching survey will be conducted in three stages throughout the course: the demand survey in the early stage, the teaching survey in the middle stage and the satisfaction survey in the final stage.
The whole course takes case teaching as the main method, and combines diversified teaching methods, such as discussion, brainstorming, debate, role playing, scenario simulation, etc., striving to combine the latest realistic cases with theoretical knowledge organically, so as to enhance students' learning interest and cultivate their thinking ability.
The usual homework of the course is completed in the form of a group project of students, which facilitates the transfer of theoretical knowledge to practical ability through the refinement and analysis of practical problems. In short, this course not only transmits the latest theoretical knowledge of public administration, but also pays more attention to the improvement of students’ comprehensive qualities such as critical thinking ability, teamwork ability and problem solving ability.

VII Instruction
The curriculum standards begin to use from the public management class 2020. The curriculum standards should be changed by the person in charge of the curriculum, the person in charge of the examination and approval of the Institute and the Ministry of education for the record. The curriculum standards of this course are carried out by the principal lecturer responsible for this course.
